Competitions tool for CTSA community peer review

CD2H Phase 2 Proposal

Project Title: Competitions tool for CTSA community peer review

Point Person: Firas Wehbe, firas.wehbe@northwestern.edu, NU

Elevator pitch:

Competitions is a software tool for investigators, reviewers and administrators to run various types of NIH-style reviews and competitions, including pilot projects, research awards and reviews. It will support CTSA consortium-wide peer-review activities through a cloud-deployment that supports single sign-on and enhance the ease and robustness of its adoption by interested institutions. Here, we will upgrade the Northwestern Competitions platform to support consortium-wide peer-review activities.

Project history:

This project supports project efforts to help accelerate CTSA hub adoption of cloud-based tools, in order to support conservation of resources and promote best practices, the CD2H would like to identify and “cloudify” exemplar tools for use by CTSAs.

Project description:

A platform to support robust peer review within and across CTSA hubs does not currently exist. Competitions is a software tool for investigators, reviewers and administrators to run various types of reviews and competitions, including pilot projects, research awards and reviews. Here, we will upgrade Competitions platform (1) to support CTSA consortium-wide peer-review activities through a cloud-deployment that supports single sign-on and (2) to work on the competitions code base to enhance the ease and robustness of its adoption by interested institutions.

Proposed Solution:

Competitions is an internal grant competition program developed by the Northwestern University CTSA. It supports posting of RFAs, electronic submission and electronic, NIH-style proposal reviews. Competitions already supports competitions across the university, and nationwide. The software has successfully managed hundreds of competitions and many thousands of applications. This software will be refactored and expanded with a range of features (multi-level review, upgraded interface, support for cloud-based deployment and SSO protocols, etc.). The source code can be found at https://github.com/NUBIC/nitro-competitions.

Benefit:

This work will result in a platform to support robust peer review within and across CTSA hubs, supporting consortium-wide peer-review activities and facilitating multi-site activities, teams, etc.

Expected outputs (6 months):

A functioning prototype of a CTSA Program-level competition review tool for projects and events that can be used in the cloud or implemented locally, if desired. This entails the availability of the following:

  1. Public GitHub repo where software can be downloaded, features requested, etc.
  2. A publicly available cloud-hosted instance that supports SSO user authentication, user-created competitions, user-submitted proposals, and user review.
  3. Publicly shared requirements-gathering and testing results.
  4. Engagement/support materials and activities, including documentation for interested adopters.
  5. Roadmap for next phase of work, including incorporation of expertise work such as CEREC.
